SANAC  ISSUE  PAPER  # 22

ISSUE:            Increase impacted SANAC membership.

BACKGROUND:      At the May 1998 SANAC meeting this issue was one of thirty-eight issues brought forward as a possible noise reduction idea by members of the SANAC committee and the general public.

ANALYSIS / DISCUSSION:            In September 1996 SANAC By-Laws were drafted to establish a committee for the purpose of recommending noise abatement procedures and for monitoring their implementation at the airport.  This committee has been very successful over the years working with the airport users, FAA and the local community to improve the noise environment.  Membership on the committee was established as balanced.  This balanced composition was achieved by ensuring that two members were impacted by noise, two members not impacted by airport noise, a general aviation representative, a commercial aviation representative and an airport authority staff representative.  Other members are technical advisory in nature and come from Sanford, Lake Mary and Seminole County planning, FAA and the Orlando International Airport Noise Abatement Committee.

CONCLUSION:        The formula described above has worked very well so far, but will be reviewed from time to time to ensure the best possible representation.

RECOMMENDATION:      Continue to review the composition of the committee to ensure committee members of the highest caliber.  The committee shall forward to the Sanford Airport Authority recommendations for committee improvements and the Authority in its discretion act on all SANAC recommendations.
