SANAC Issue Paper #2

ISSUE: Develop SIDs and STARs taht will help reduce the noise impace to the neighbors of the Orlando Sanfor Airport.

BACKGROUND: Issue assigned to the Air Traffic Control Subcommittee on May 12, 1998.

ANALYSIS/DISCUSSION: After discussion it was concluded that although Standard Instrument Departures are designed specifically to reduce pilot and conroller workload while departing from terminal areas and Standard Terminal Arrival Routes are designed to provide pilots with a planned transition from the enroute environment into the terminal environment.  A side benefit is that noise abatement procedures can be incorporated into SIDs when recommended by the FAR Part 150 Study and approved by the Air Traffic Control when safety is not compromised.  Currently a SID is being developed for the Orlando Sanford Airport which could be modified later to include noise abatement procedures if recommended by the SANAC.

The idea of fanning headings was discussed by San Diego was an example of fanning headings that was a failure.  Fair distrubution of noise via different headings would be difficult while maintaining safety and fairness.

CONCLUSIONS: A STAR currently exists for SFB.  A SID is currently under development for the SFB airport.  The possibility exists for noise abatement headings to be incorporated into the SID.

RECOMMENDATIONS: This subcommittee recommends that the SID be modified to include a runway 27R departure heading that will direct aircraft north over the Seminole Towne Center Mall.
